IOM and the Ministry of Diaspora strengthening ties between Montenegro and its diaspora through the Workshop on Local Development and Business Plan Development
The United Nations Migration Agency, International Organization for Migration (IOM) successfully hosted the Workshop on Local Development and Business Plan Development on February 18-19, 2025, in Budva, highlighting the crucial role of the diaspora in Montenegro’s economic and sustainable development.
The event brought together representatives from municipalities with a significant diaspora presence, fostering discussions on Montenegro’s diaspora engagement initiatives, international best practices, and innovative ways to align diaspora resources with local business development.
Through interactive sessions, participants gained practical skills in business plan development, enabling them to leverage local resources and attract diaspora investments. Additionally, the workshop focused on effective communication strategies to strengthen the connection between the diaspora and their home communities, paving the way for long-term sustainable development.
IOM Chief of Mission, Mr. Vladimir Gjorgjiev, underscored the significant influence of the Montenegrin diaspora on the national economy, and that their continued engagement is essential for fostering sustainable development, strengthening economic ties, and supporting national growth. Mr. Gjorgjiev emphasized that:
“Official data show the immense contribution of the diaspora to their home communities, as reflected in the share of remittances in GDP. Montenegro must fully recognize and valorize these contributions for sustainable development, and positive impact of the diaspora resources and human capital for development of Montenegrin society. IOM remains committed to supporting the Ministry of Diaspora in its efforts and future plans, building on the successful and continuous collaboration.”
The State Secretary of the Ministry of Diaspora, Mr. Adel Omeragic underscored the government’s commitment to strengthening ties with the diaspora:
“As a newly established institutional body, the Ministry of Diaspora will make every effort to strengthen connections with our diaspora and fully harness their potential. There is still much to be done, and diaspora engagement must remain a national priority. We must align national legislation and policies to create incentives for the diaspora—not only to encourage investment but also to reaffirm Montenegro’s commitment to preserving the emotional bond with its diaspora and providing them with a true sense of home. The IOM support and expertise is much appreciated in this process.”
