IOM remains committed to support the authorities in Montenegro to build sound management systems and facilitate safe, dignified, and sustainable solutions for those in need, with a focus on the most vulnerable. IOM supports alignment of national legal frameworks with EU and international frameworks and promotes functional, effective, and integrated systems of border management through inter-agency, bilateral and regional cooperation, and coordination.
IOM continues to implement its assisted voluntary return and reintegration programme (AVRR), supporting stranded migrants return and reintegrate in their country of origin. Since 2016, IOM Montenegro has supported over 100 migrants return home and provided more than 20 in-kind reintegration grants.
Combatting migrant smuggling and human trafficking remains at the forefront of IOM’s efforts in Montenegro. Through its projects, IOM enhances counter-trafficking (CT) efforts by strengthening capacities and mechanisms for victim screening and identification and enhancing awareness of trafficking in persons (TIP) risk factors amongst vulnerable populations.
IOM has a longstanding cooperation with the Ministry of Interior and continues to support Montenegro to ensure that the asylum system complies with international standards and practices, as well as aligns with the EU acquis, within the context of EU accession process. IOM Montenegro has also supported the establishment of Advanced Passenger Information systems, to ensure improved border management benefiting both states and migrants.

The overall objective of the intervention is to support the authorities in the Western Balkans (WB) to effectively manage their borders and respond to border security challenges mindful of migrant protection principles, through the Western Balkans Integrated Border Management Capacity Building Facility (WBIBM).

The overall objective of the intervention is to contribute to enhanced national migration management and readmission systems in the Western Balkans and strengthened cooperation with relevant countries of origin and EU Member States on readmission, through the establishment of a Western Balkan Readmission Capacity-Building Facility (WBCAP).

- Individual Measure to Strengthen Integrated Border Management Capacities in Montenegro

The overall objective of the project is to contribute to effective, efficient, and coordinated border management and strengthen the respect of the human and fundamental rights of migrants in Montenegro. This project will help address the border management needs of Montenegro, particularly in ways that contribute to its EU aspirations and negotiation process towards the EU, in particular in Negotiation Chapters 23 and 24. In addition, the project aims to contribute to the Montenegro IBM Strategy and Schengen Action Plan in areas of border security, migrant identification and registration, information management, and overall human-rights-compliant management of the blue and green borders. Finally, the project will respond to both the country's needs and its alignment with the EU standards and requirements.
