Supporting effective migration governance through policy development and migration mainstreaming is fundamental to IOM’s mandate in Montenegro and work as a part of the United Nations system. IOM is providing support to the State in developing national responses for the implementation of programmes supporting the SDG and GCM and continues to facilitate alignment with EU acquis.
Contributing to evidence-based migration policy and dialogues supports the overall mandate of IOM in Montenegro. In the context of the migration response, IOM continues building upon the Displacement Tracking Matrix (DTM) system to map migrants’ presence and needs and provide critical information on profiles, intentions, vulnerabilities, and risks along the journey.

- Addressing mixed migration flows in the Western Balkans

The overall objective of the proposed project is to support the migrant response in the Western Balkans, by increasing the reception, referrals and registration capacities in Albania, Bosnia and Herzegovina (BiH), Kosovo1 and Montenegro, by providing access to assisted voluntary return and reintegration to migrants in Bosnia and Herzegovina, Kosovo1, Montenegro and Serbia, by increasing migration data and knowledge on risks and vulnerability in the sub-region, and building social cohesion in target communities in BiH.
Using the IOM Displacement Tracking Matrix (DTM) tools and methodologies, the project will support the systematic collection and analysis of migration flow data, and provide critical information on migrants’ locations, profile, vulnerability and needs.
Building upon the ongoing efforts of the European Union Instrument for Contributing to Security and Peace (EU-IcSP) funded regional project “Addressing COVID-19 challenges within the Migrant and Refugee Response in the Western Balkans”, IOM will support protection-sensitive assistance to migrants in transit, by increasing the accommodation and reception capacities of existing reception facilities in the WB, supporting the functioning of these facilities, and providing migrants, refugees and asylum seekers with access to adequate WASH, food and non-food items.
Furthermore, IOM will foster access to Assisted Voluntary Return and Reintegration (AVRR) by providing information and counselling, so migrants can make informed decisions and avail of the return and reintegration pathways offered to them. In the process, the outreach work performed will contribute to identify vulnerable migrants in needs of protection in BiH and facilitate assistance to them. The activities will focus on outreach to migrants inside and outside of the IOM Temporary Reception Centres (TRCs), AVRR information and counselling sessions – by IOM staff in WB in coordination with IOM staff in the countries of return, as well as referrals and protection assistance to vulnerable migrants, in coordination with local partners and authorities. EU delegations, DG ECHO, DG NEAR, the Central European Bank and IcSP will also be important partners for the coordination of the project and the migration response in the Western Balkans.
